Request for Expressions of Interest for the Position of a Project Architect

This Specific Procurement Notice follows the General Procurement Notice for this project which appeared in the Development Business on 24th July 2012.

The Government of the Republic of Ghana has received financing from the African Development Fund towards the cost of the Development of Skills for Industry Project (DSIP) in the amount of UA45m (equivalent to US$72.04) and a grant of UA25m (equivalent to US$40.20m) and intends to apply part of engagement of suitably qualified Project Architect to be based at the Project Support Unit of the Council for Technical and Vocational Education and Training (COTVET) in Accra.

Duties:
The Project Architect will work very closely with the Quantity Surveyor; Civil Engineer, the Procurement Specialist and the entire project team to accomplish the following tasks:

Architectural Design
Preparation and standardization of architectural designs of the various facilities being constructed under the project;
Review of specifications and details;
Ensure the safe keeping and documentation of all project architectural and other technical records in both electronic and hard copies formats
Contract Administration
Assist in monitoring project activities by conducting site inspections and attending regular site meetings;
Ensure that service providers comply with contractual obligations in respect to quality and time;
Assist int he resolution of civil works, design and supervision consultancy contracts disputes;
Participate in preparation of the guidelines and training in operation and maintenance of completed facilities
Procurement
Assist the Procurement Specialist in procurement planning including preparation and regular updating of procurement plans, detailed work programmes and project activity implementation time schedules;
Assist the Procurement Specialist in the preparation of bid documents for works;
Assist in preparing the terms of reference for planned studies/consultancies as well as their implementation
Assist in the evaluation of bids and preparation of evaluation reports for works
Environmental management
Take lead in the environmental planning and management to ensure that all project activities do not have a negative impact on the environmental;
Assist in developing environmental management and practice guides for schools and train school management in their use;
Ensure environmental friendly practices are incorporated in design and implementation of all the civil works and goods supply
Project Cost Control
Continuously assist in monitoring project costs of the various activities and ensure that project budgets are adhered to and avoid cost overruns;
In liaison with other stakeholders, assist in prioritizing works to be executed amongst competing needs;
Assist in the review of contractor payments and certify payments and maintain proper records of payments. Verify all payment certificates for works including interim and final accounts, and recommend payments
Carry out any other work as assigned by the Project Coordinator, relevant to the project

Required Skills or Experience

The Project Architect will have the following qualifications and experience:-

A University Degree in Architecture from a recognized University;

Demonstrable experience in contract management and administration of complex/multiple projects with several contracts running concurrently;
Excellent communication skills in written and spoken English;
Able to work freely in multi-culture/national working environment

Twin car bombs strike Damascus suburb; kill 20

BEIRUT (AP) ? Syrian state-run media say two car bombs have exploded in a Damascus suburb, inflicting several casualties.

The Britain-based Observatory for Human Rights says 20 people were killed in the blasts. The activist group relies on reports from the ground.

The SANA state news agency says the Wednesday morning explosions targeted Damascus' eastern Jaramana suburb, which is mostly populated by Christians and Druse.

Rebels fighting to topple President Bashar Assad are predominantly members of the Syria's Sunni Muslim majority. They have frequently targeted the country's minority communities, perceived to be allied with Assad's Alawite sect, an offshoot Shiite group that dominates the regime.

Damascus suburbs have become opposition strongholds since March last year, when the uprising began.

At least 40,000 people have been killed in the civil war, according to activists.

ECB ready for bond purchases if conditions met: Coeure

HONG KONG (Reuters) - The European Central Bank is ready to buy sovereign bonds of euro zone countries that require assistance and agree to fiscal adjustment programs, European Central Bank Executive Board member Benoit Coeure said on Wednesday.

The launch of the Outright Monetary Transactions (OMT) bond-buying program has helped calm financial markets and bring down sovereign bond spreads for troubled countries, including Spain -- which the markets expects will seek a bailout.

"Let me confirm that the ECB is ready to undertake OMTs whenever a country has successfully applied for an ESM precautionary assistance program, with IMF involvement," Coeure said prepared remarks for the third annual Thomson Reuters Pan-Asian Regulatory Summit.

Coeure also said a proposed single supervisory mechanism (SSM) would be key to the Europe's financial stability and to bolster financial integration in the region, saying political leaders were likely to agree on final details next month.

"I am confident that European leaders can agree in December on the final features of the SSM and confirm that it will start legally in January 2013 and operationally in 2014," he said.

Coeure said the ECB remained committed to promptly implementing the Basel III bank capital rules that are due to be phased in from January 2013, saying they were "a cornerstone of the G20 reform agenda".

U.S. regulators have cast doubt on that implementation date, prompting European banks to seek a delay so they are not at a competitive disadvantage.

"Delayed implementation of Basel II.5 and Basel III by any major jurisdiction would weaken the incentives for financial institutions to comply and also cast serious doubt on the overall reform effort," Coeure said.

Swedish online retailer says demand for Nokia Lumia 920 twice that seen for the Samsung Galaxy S III

Over the last few days, a picture has emerged of incredibly strong demand for the new Nokia Lumia 920. Telstra sold out of the device, calling demand for the phone "beyond amazing." In Germany, the phone also sold out and in the U.K., it topped the charts at retailer Expansys. It would appear that Swedish retailer Dustin has been experiencing the same heavy demand for the phone. Marcuz Martinez, the online firm's product chief, said in a private Facebook chat that "Demand is absolutely huge for this phone," adding that the store has twice the backlog of orders for the Nokia Lumia 920 than it had for the Samsung Galaxy S III.

This is a very good sign for those Windows Phone fans who have been hoping that one of the new models would spark demand for the platform the same way that the Motorola DROID helped Android take off in 2009. Android 2.0 was installed on that phone and the green robot never looked back. Now comes the important part for Nokia which is making sure that enough product does become available in a timely fashion before phone buyers give up and start looking elsewhere.

It is a similar problem to what is happening with the Google Nexus 4, which is back in stock today at T-Mobile and the Google Play Store. The only difference is that Android has already proven itself and there is no pressure. Windows Phone 8, on the other hand, is trying to claw its way up and make a name for itself in a very competitive industry and Nokia itself cannot afford to lose these potential sales. For now though, this is a marvelous sign for Microsoft and its Finnish partner.

5 Law Firm Web Strategies for 2013 | Cat Chat

We are in the midst of a digital revolution. Never before in our history has information been so accessible and instantaneous than today. Mayor Rahm Emanuel is going back to school this week--to his alma mater Northwestern University, where he received a master's degree in speech and communications in 1985.

On Wednesday, Emanuel will deliver his "Chicago Politics and the 2012 Election" speech at 4:30 p.m. in the Ryan Family Auditorium at Northwestern's Technological Institute in Evanston. The mayor's speech is part of One Book One Northwestern, an annual campus-wide reading program that encourages incoming Northwestern students to read a book chosen by a faculty committee. It is sponsored by the university's office of the president, which sends out a free copy of the year's chosen book to first-year students the summer before they start classes, and organizes lectures, films and discussion groups centered on the book's themes.

This year's chosen book is "Never A City So Real," by Alex Kotlowitz, a Northwestern faculty member and author of "There Are No Children Here." Kotlowitz delivered a keynote lecture for the program in October. With Kotlowitz's book, a series of vignettes about Chicago, many of the related events and discussions are attempts to explore Northwestern's connection with the city.

University spokesman Alan Cubbage said Emanuel was an obvious choice to offer his perspective on the issues brought up by the book because of his significant role as the city's 55th mayor.

"If you want someone to provide insight about how the city really works--into Chicago's issues, its politics--you'd be hard-pressed to find somebody better than Mayor Emanuel," Cubbage said. "It's great to welcome him back."

Experts to exhume Arafat, seek evidence of poison

RAMALLAH, West Bank (Reuters) - The body of the Palestinian leader Yasser Arafat will be exhumed on Tuesday by a team of international experts trying to discover if he was poisoned, as many Palestinians believe.

French magistrates opened a murder inquiry in August into Arafat's death in Paris after a Swiss institute said it had discovered high levels of radioactive polonium on his clothing, which was supplied by his widow, Suha.

Arafat, who led the Palestinians' bid for a state through years of war and peace, died in Paris aged 75 in 2004 after a short, mysterious illness.

No autopsy was carried out at the time, at the request of Suha, and French doctors who treated him said they were unable to determine the cause of death.

But allegations of foul play immediately surfaced, with many locals pointing the finger at Israel, which confined Arafat to his West Bank headquarters in Ramallah for the final two and a half years of his life after a Palestinian uprising erupted.

Israel has denied any wrongdoing, inviting the Palestinian leadership to release all his medical records, which were never made public following his death.

Experts from Switzerland, France, Russia and the Palestinian territories will all take part in the exhumation, being carried out far from the public gaze, behind blue sheeting that has been carefully erected around his limestone mausoleum in Ramallah.

"In order to do these analyses, to check, cross check and double cross check, it will take several months and I don't think we'll have anything tangible available before March or April next year," he added.

FRENCH INVESTIGATORS

Polonium, apparently ingested with food, was found to have caused the death of former Russian spy Alexander Litvinenko in London in 2006. But some experts have questioned whether Arafat could have died in this way, pointing to a brief recovery during his illness that they said was not consistent with radioactive poisoning. They also noted he did not lose all his hair.

Eight years is considered the limit to detect any traces of the fast-decaying Polonium and the Lausanne hospital questioned in August if it would be worth seeking any samples if access to Arafat's body was delayed to "October or November".

Not all of Arafat's family has agreed to the exhumation and Suha herself has not come to Ramallah for the operation. Arafat's remains will be reburied with full military honors later on Tuesday after the forensic work is complete.

Working in parallel with the forensic team, French magistrates are also in Ramallah this week questioning members of Arafat's inner circle to see if they can shed light on his death.

While many Palestinians believe that Israel was behind the death, they acknowledge that a Palestinian would almost certainly have had to administer the poison, wittingly or unwittingly.

Massachusetts natural gas explosion damaged 42 buildings

SPRINGFIELD, Mass. (AP) ? Preliminary investigations show more than 40 buildings were damaged in a natural gas explosion in Massachusetts that injured 18 people, building inspectors said Saturday.

A strip club was flattened and a day care center was heavily damaged in the massive explosion Friday night in Springfield, one of New England's biggest cities.

No one was killed in the explosion.

Investigators were trying Saturday to figure out what caused the blast that could be heard for miles, left a large hole in the ground where the multistory brick building housing Scores Gentleman's Club once stood and scattered debris over several blocks.

Officials already had evacuated part of the entertainment district after responding to a gas leak and odor reported about an hour before the explosion. Gas workers venting a gas leak got indications that the building was about to explode and they ducked for cover behind a utility truck ? along with firefighters and police officers ? just before the blast, said Mark McDonald, president of the New England Gas Workers Association.

Most of the injured were in that group, and the truck that saved their lives was essentially demolished, he said.

"It really is a miracle and it's an example of our public safety officials, each and every day, putting themselves in harm's way, taking what could have been considered a very routine call of an odor of gas, but they took the proper precautions," State Fire Marshal Stephen Coan said. "And thanks to God that they did."

Officials also marveled how the 5:30 p.m. blast occurred when a day care center next door was closed. The center's building was heavily damaged.

Lt. Gov. Tim Murray and Springfield Mayor Domenic Sarno were attending a tree-lighting ceremony when the explosion occurred. Sarno said some people mistakenly thought the boom was part of the holiday event.

The explosion blew out windows in a three-block radius, leaving at least three buildings irreparably damaged and causing emergency workers to evacuate a six-story apartment building that was buckling, police said. Pieces of broken glass littered streets and sidewalks. It was unclear how many residents had been evacuated. A shelter was set up at a school, but city officials said no one stayed there overnight.

Omar Fermin, manager of the Punta Cana Restaurant two blocks from the explosion site, found the floor-to-ceiling windows blasted out when he came to check on the property Saturday morning.

"It looks like an earthquake hit," said Fermin, a native of the Dominican Republic. "I've never seen anything like it."

He said he was waiting for someone to come and assess the damage. He worried the restaurant would remain closed for weeks while the owner seeks to replace the massive custom-made windows.

Authorities cordoned off the center of the explosion Saturday as building inspectors worked to identify unsafe structures. Anxious residents gathered at the perimeter, waiting for permission to visit their buildings.

Preliminary reports show the blast damaged 42 buildings housing 115 residential units, said Thomas Walsh, spokesman for Springfield Mayor Domenic Sarno.

Three buildings were immediately condemned, and 24 others require additional inspections by structural engineers to determine whether they are safe, Walsh said.

Dogs trapped in abandoned buildings barked loudly Saturday as building inspectors fanned out across the area. One inspector said he wished he could get a ladder and permission to retrieve a dog that was barking in the upper floor of one building sealed off from residents.

Authorities are opening an animal shelter for pets affected by the explosion, Walsh said.

Coan, the fire marshal, said his office is investigating the cause of the blast and its possible origin. The state's Department of Public Utilities was also investigating.

Sheila Doiron, a spokeswoman for Columbia Gas of Massachusetts, said the company will continue to monitor for any potential leaks within several blocks of the blast site. So far, she said, the company hadn't yet found any measurable readings.

The utility will keep at least 30 workers at the scene, along with a so-called sniffing car mounted with sophisticated gadgets capable of detecting low levels of gas leaks, Walsh said.

Doiron said the company also didn't find in its records any gas odor calls to the area where the strip club was located.

Authorities also deployed police officers throughout the area to prevent looting, Walsh said.

The victims were taken to two hospitals in the city. Those injured were nine firefighters, two police officers, four Columbia Gas workers, two civilians and another city employee.

Springfield, which is 90 miles west of Boston and has about 150,000 residents, is the largest city in western Massachusetts. It's known as the home of the Basketball Hall of Fame, which is not near the blast site.

The city has been rebuilding from damage caused by a tornado in June 2011.

Wayne Davis, who lives about a block from the destroyed building, said he felt his apartment shake.

"I was laying down in bed, and I started feeling the building shaking and creaking," he said.

The Navy veteran said the boom from the explosion was louder than anything he'd ever heard, including the sound of a jet landing on an aircraft carrier.

The blast was so loud it was heard in several neighboring communities. Video from WWLP-TV showed the moment of the explosion, with smoke billowing into the air above the neighborhood.

It also reflects shifting consumer behavior.

"It makes sense," Goldberg?wrote on his Betashop blog. "Fewer people are sitting around in front of computers on Thanksgiving day. Instead, they are with family, showing them their favorite apps on their phones and tablets."

It also didn't hurt, Goldberg noted, that Apple also promoted Fab's app with a post on its App Store's Twitter account.

Fab had previously been doing about 30 percent of its revenues through mobile, hitting 33 percent for a period in September.

Goldberg didn't give sales figures for Thanksgiving, but he's previously said he expects the company to do about $150 million in annual sales.

Fab was one of a handful of companies Facebook tapped to experiment with an advertising feature that encourages mobile users to download apps.

Apple's tweet, as well as its all-important App Store rankings and featured listings, shows that it, too, has the power to make or break apps.

Apps specifically optimized for mobile shopping and checkout seem to be key for making commerce work on smartphones and tablets. So app gatekeepers like Facebook, Amazon, and Apple will play a bigger role in e-commerce as this trend continues. ?

One area where Fab has struggled is signing up Android users. But that doesn't seem to have hurt its holiday sales, and it also seems to be an industrywide conundrum: Android device users are far less prone to spend online than iPhone or iPad users. That's a real headache for Google.

Sarkozy joins ex-French leaders under legal fire

PARIS (AP) ? Former President Nicolas Sarkozy follows in a long line of French leaders in the legal crosshairs.

Voted out office in May, the 57-year-old conservative faced a judge Thursday over allegations that he illegally accepted donations from France's richest woman for his 2007 election campaign.

For whatever reason ? political or personal vendettas, public dismay over years of suspected scandals ? prosecutors in France have been increasingly going after their former top leaders.

Here are cases involving French presidents or premiers that brought two acquittals and two convictions, while two ? including Sarkozy's ? are pending.

NICOLAS SARKOZY

Sarkozy lost his presidential immunity when he lost the presidency to Socialist Francois Hollande. Sarkozy was questioned by a Bordeaux judge who will decide whether the former president will be charged with taking advantage of L'Oreal cosmetics heiress Liliane Bettencourt, 90, during the 2007 election. Her former accountant told police that she handed over ?150,000 ($192,000) in cash that she was told would be passed on to Sarkozy's campaign treasurer. Sarkozy could either face preliminary charges or be given special witness status with the possibility of facing charges later, his lawyer said.

JACQUES CHIRAC

The former president, who turns 80 next week, was found guilty of embezzling public funds to illegally finance the conservative party that he long led ? dating back to his 18-year stint as mayor of Paris. He was handed a two-year suspended sentence. Chirac was targeted in a string of suspected corruption and illegal party financing cases over the years, but was immune from prosecution while head of state from 1995 to 2007.

ALAIN JUPPE

Juppe, Chirac's first prime minister, was convicted in 2004 over the same party funding scheme, when he served as finance director at Paris City Hall under Chirac. Juppe received a suspended prison sentence and one-year ban from elected office from an appeals court ? a far more lenient penalty than the original, and potentially career-ending, 10-year ban handed down by a lower court. Juppe proved that French politicians can bounce back from scandal: Today mayor of Bordeaux, he served as both foreign minister and defense minister under Sarkozy and remains a conservative party heavyweight.

DOMINIQUE DE VILLEPIN

Villepin, Chirac's last prime minister, was acquitted last year of charges claiming that he took part in a murky smear campaign against Sarkozy ? his archrival ? exposing the personal nature of some scandals. Villepin made his name internationally as France's leading voice of opposition to the U.S. drive to war that brought down Saddam Hussein in Iraq. Villepin, whose aristocratic image contrasts with Sarkozy's feisty persona, struggled and badly failed in his own presidential ambitions.

EDOUARD BALLADUR

Balladur, a former Sarkozy mentor who was prime minister in the early 1990s, has denied allegations that his failed presidential campaign in 1995 ? when Chirac won ? may have received illegal kickbacks related to a defense deal between France and Pakistan. A Lebanese-born businessman suspected of a role in a bribery scandal involving a 1994 sale of French submarines to Pakistan has filed suit against Balladur for allegedly benefiting in the so-called Karachi affair. Investigators are examining whether the case had ties to a 2002 attack in Karachi, Pakistan that killed 11 French naval construction workers and four others.

LAURENT FABIUS

On the Socialist side, Fabius, a former prime minister, was acquitted in 1999 of manslaughter in a scandal involving thousands of people who were given blood transfusions tainted with the virus that causes AIDS. France's high court also threw out cases against doctors who had prescribed tainted blood products before 1985, arguing they did not know the products might be deadly. Fabius, described as a 37-year-old political wunderkind when Francois Mitterrand chose him as prime minister in 1984, is still active in politics: He is Hollande's foreign minister.

A team from the Guyana Tourism Authority (GTA) is currently engaged in a series of successful meetings in Canada, as the Government seeks to strengthen their foothold and harness the tourism potential of the Canadian Market.
The first in a weeklong series of engagements with businesses, travel agents, tour operators and media representatives was conducted yesterday, at the Radisson? Hotel Toronto, East; this featured presentations from GTA?s Marketing Officer, Ms. Nadine King and the Authority?s Communications Officer, Ms. Chevon Singh.

Stakeholders at the first in a weeklong series of engagements held by the Guyana Tourism Authority in Canada.

As efforts intensify to promote destination Guyana, the focal point of the presentations was rooted in the importance of strategic marketing strategies and effective communication and public relations tactics.
More importantly, the aim of the interactive session was to encourage feedback from the major players in the Diaspora, as Guyana continues to market the Re- Discover Home initiative and the Visit Guyana Year 2013 programme.
?We realise that many of the operators and media practitioners have not been back home in a very long time and still continue to sell the destination.? Though you may be familiar with many of our products we have a series of niche markets that we will also want to promote. ?This event is a sign that we are revamping our marketing effort,? she stressed.
With the marketing strategy outlined, the gathering was later informed of the Government?s aim of effectively presenting Destination Guyana through targeted communication and a public relations campaign.
The Communications Officer explained, ?In tandem with our aggressive marketing strategy, the Tourism Ministry has also embarked on a path of employing targeted communication strategies that are efficient and effective, taking advantage of all available mediums ? television, radio, print, social networks etc.?
The team will also be assisting tour operators, businesses and media houses to communicate with Government agencies, private sector representatives and will also facilitate the sharing of information on developmental issues, industry news, and relevant issues that affect the sector.
Alluding to how the communication flow can be most effective, Singh said, ?An integral component of this is listening to your concerns and suggestions and fostering lasting relationships with you as we promote Destination Guyana.?
Both Government representatives assured that their agencies will continue to channel all relevant material and correspondence to the Canadian market, listen to the feedback, and tailor the product in such a way that? the brand,? Guyana- the Amazon adventure, is accurately portrayed? in the targeted markets.
Subsequent to the brief presentations, the participants, ranging from small businesses, tour operators and media fielded questions and made suggestions on how to improve relationships and maximise on the linkages made.
Several concerns were also raised including the need for packaging; Guyanese presence at key Canadian Trade shows; increased advertisements and the necessity of increased airlift into the destination.
Those present also praised the Guyana Consulate and the Government for arranging the timely event, and even expressed the hope that it will be the first of many such encounters.
During the fruitful engagement, Guyana?s Consul General, Mrs. Sattie Sawh, reiterated the administration?s commitment to working with all stakeholders to tap into the potential that exists in external markets like Canada.
?We believe these engagements will be beneficial to all participants and I am confident that the visiting team will be happy to listen to your suggestions, address your concerns and network to promote the destination,? Mrs. Sawh declared.
The team has close to a dozen engagements planned over the next week in a strategic move designed to target the sector leaders and players in the Diaspora.
